Cosmetics Registration
According to China REACH, all cosmetics that enter the Chinese market from overseas (including Hong Kong, Macao and Taiwan) must apply for the administrative license or filling to the Chines National Medical Products Administration or local foods & medical administration, then can apply for the customs declaration and market sales.
 
Definition and classification of cosmetics
 
Cosmetics refer to daily chemical industrial products, which is in order to cleaning, eliminating bad odors, skin care, beauty or adornment by the ways of rubbing, spraying or other similar methods to spreading on any part of the human body (skin, hair, nails, lips).
◆According to the purpose, cosmetics can be divided into:
●Special purpose cosmetics: refer to 9 types of products including hair growth, hair dyeing, perm, epilation, breast cream, body building, deodorization, freckle removal (including whitening), sunscreen.
●Non-special purpose cosmetics: refer to the products except the special purpose cosmetics mentioned above.
◆According to the place of production, it can be divided into imported cosmetics and domestic cosmetics.
 
Regulation model

Imported non-special purpose cosmetics should obtain the “Recording Certificate for Imported Non-special Purpose Cosmetics.




Application period
 
◆Non-special cosmetics: About 4-5 months (1.5 months for domestic and foreign authorized notarization; 2.5 months for sample testing & data preparation, 0.5 months for administrative approval and filing)
◆Special cosmetics: About 10-12 months (depending on the product type)
