Response to China’s VOC
1. Introduction

At the current stage, the environment is facing the dual pressures of severe particulate matter (PM2.5) pollution and increasingly prominent ozone (O3) pollution. Especially in summer, O3 has become the primary factor leading to excessive air quality in some cities. VOCs are important precursors for the formation of O3, which mainly exist in the raw and auxiliary materials or products of enterprises. Most of them are flammable and explosive, and some are toxic and hazardous substances. Strengthening the treatment of VOCs is an effective way to control O3 pollution at this stage and also can help enterprises to save resources, improve efficiency, and reduce potential hazards.
The "2020 Volatile Organic Compounds Governance Plan" issued by the Ministry of Ecology and Environment of the People’s Republic of China in June clearly requires the promotion of source substitution, reduction of VOCs generation, and strict implementation of national and local product VOCs content limit standards.
At present, the VOCs limit standards for adhesives, industrial protective coatings, inks and cleaning agents have been implemented. The state urges all enterprises to make corresponding preparations and complete the switching in an orderly manner before the standards come into force.
Therefore, actively preparing to carry out VOC testing and detection is currently the first priority.
