China RoHS
The national RoHS certification, that is, the national pollution control certification, is a certification system promoted by the state and managed uniformly and standardized. Its full name is "Voluntary Certification for Pollution Control of Electronic Information Products". The purpose of the standard is to reduce or eliminate lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls and polybrominated diphenyl ethers in electronic information products. This standard certification applies to products such as complete machines, components, parts, components, materials and so on.
China RoHS2.0 certification will be enforced on November 1, 2019. Products in the "Management Catalog" must complete conformity assessment and affix conformity assessment label!

 

There are two conformity assessment methods:
1. Voluntary certification for restricted use of hazardous substances in electrical and electronic products uniformly promoted by the state;
2. The supplier's compliance declaration of restriction on the use of hazardous substances in electrical and electronic products;
 
Implementation and violations
According to the provisions of Article 19 of the "Administrative Measures on the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products" issued on the official website of the Ministry of Industry and Information Technology, Companies and individuals that violate the requirements of the "Administrative Measures" will be transferred and/or punished by commerce, customs, quality inspection, industry and commerce and other departments in accordance with the law within the scope of their respective duties. And the random inspections have begun!

The difference between China ROHS certification and the EU ROHS certification:
1. Unlike the RoHS of EU countries, China’s ROHS clearly lists the first batch of standards-compliant control catalogs with twelve categories of household electrical appliances and electronic equipment. And in terms of control of chemical substances, China’s RoHS only controls 6 items.
2. European Union countries' RoHS control methods mainly focus on spot checks on distribution channels, as is China’s RoHS, and it is clear that the Municipal Supervision Bureau and the Ministry of Industry and Information Technology are the primary supervisory agencies. In addition, China’s RoHS has improved its management and control measures during the manufacturing stage, forming a complete management system.
3. Different from EU countries’ RoHS company’s voluntary application for certification regulations, China’s RoHS’s latest policy makes it clear that companies must choose one of the "National Recommendation Voluntary Certification" and "Self Declaration". There are 4 methods for voluntary verification in the country. There is no labeling requirement for RoHS in EU countries; China’s RoHS has a labeling requirement, namely the "Regulations on the Use of Environmental Product Marks", which has been formally implemented on June 1, 2019.
