Service Introduction
“China New Chemical Substance Environmental Management Measures” is the Decree No.7 of the Ministry of Environmental Protection, issued by the State Environmental Protection Administration (renamed as the Ministry of Ecology and Environment) in October 15, 2010. It can be abbreviated as “Measures” of China REACH. In China, before the production or import of new chemical substances, it is necessary to apply for the new chemical substance registration and obtain the new chemical substance environmental management registration certificate (certificate in short).
 
Application enterprises: (1) Enterprises engaged in new substance production/trade activities in China can directly apply for new chemical substance registration;
(2) Enterprises engaged in new substance import activities outside China should entrust an agency with agent qualifications to handle new chemical substances registration.
 
Application substance: (1) All new chemical substances not listed in the “Inventory of Existing Chemical Substance in China”. (2) New chemical substance which is the raw materials or intermediates used in the production of medicines, pesticides, veterinary frugs, cosmetics, food, food additives, feed additives. (3) Items that intentionally release new chemical substances during routine use (such as ink in ink cartridges)
 
Legal responsibility: If a new chemical substance is produced, imported or processed without a registration certification, the environmental protection department shall impose penalties according to the law (Article 42 of Decree No.7)
